My ringnecks have freedom of my place and I only use a cage for when they go outside or to feed from although I start them off by training from the cage to accept and trust me.
It’s recommended that you do have an adequate cage for your birds, as leaving them unsupervised and free in the human household environment is a very high risk strategy.
