Hi new to this forum just asking for a bit off advice how do u get the bird to come out off its cage onto my hand . If I open top off cage he will fly out but very scared, it's 13 week old it's hand tamest any info thanks .
 
treats and trust, mostly the latter

try to find his "heaven" treat/nut/biscuit or what ever he adores, hold it near the opening or top, but don't force him to step up, let him come to you, take the treat, go away, come back and stay a little, then move the treat to your other hand and use your main hand as a bridge, just let him step up, don't move, get the treat, slowly, slowly gains trust

he's young and your very big and scary, it will take time, but just go slow, trusts takes a lifetime to build and can be lost in an instant, so dont force it or rush it.

you could also try a target stick if he's really nervous, but being hand reared, shouldn't be that scared of hands.
 
Welcome to the forum. I don't have experience with Macaws but, as others said, he needs to go at his own pace. It could be months before he wants to perch on your hand...but the bond that you have later will be worth it.

Love the advice already given. Yes, patience in slowly earning his trust. At the moment, see if you can work out what his absolutely favourite treats are. Will he eat millet spray? That's a good one for training as your hands don't have to be too close to start with. You can work on him eating one end whilst you are holding the other. You can work on his through the bars of the cage at first.

When you are able to feed him treats, you can train him to do so many things with treats as reinforcers (rewards) like recall, stepping up etc. Stepping up is actually one of the most difficult behaviours to teach as it involves a LOT of trust.
