He does look to be moulting. It can make them quite grumpy and itchy!
Do they allow you to give them a head scratch at all? Once the feathers come in a bit more it can help them to gently rub the feathers and help get the sheath off them.
Also frequent misting if they will allow it as this will encourage them to preen.

Attacking toys is a favourite past time of mine when they are grumpy!

I would say a bad moult i have two ringnecks an they get grumpy. An one also had a moult that looked looked like that an seemed to last forever just a few weeks ago. If he wont let you stroke him or gentle rub with your fingers get a new toothbrush an gently stroke his head also helps mine really like it an helps to get the waxy bits off.

My parrotlets head looks like this at the moment, she is bathing every day and using her toys to itch her head when she doesn’t want us to do it.
She also has a little moody streak when she is moulting, i found she gets more irritated when she is itching and a bath helps her out 🙂

My G2, Lou just stands and screams for no reason some days so guessing it's feathers as she is transitioning from near naked to semi naked and has loads of blood feathers. A trip out in the back pack helps take her mind off them though.

I do feel sorry for birds during this time, they must be so itchy and can’t express themselves properly! What back pack do you use? I wanted one for my birds, the only one ive ever managed to find was too small for my grey x

Contact Celtei directly I think they have an email address which is better due to time difference - they are in NY. Can't lie it's not cheap but IMHO totally worth it. I found them to be brill in terms of help and if required later on it can go back for repairs. I need to get another quite soon.

you only want a small drop of Aloe in the water, but if you have a nebuliser then the steam helps in moulting situations and also calms the bird.
